Norton Seeking Lockbox Service
Deadline to bid is April 3.
The Town of Norton, acting through its Board of Selectmen, is accepting bids for lockbox services associated with the collection of tax bills and water/sewer bills.
The town is seeking a three-year agreement. The initial contract term will commence on or before July 1, 2013 through June 30, 2014 with the Town of Norton having the option to renew for two additional terms.
The town has approximately 6,600 real estate and 400 personal property owners that receive quarterly tax billings. Currently, the town issues 20,000 motor vehicle excise tax bills and 5,000 motor vehicle excise demand bills on an annual basis. The town's Water/Sewer Department operates as an enterprise fund and would require a separate lockbox.
The vendor would provide two rented post office boxes at a post office that is convenient to the vendor's location, so that no courier fees will occur.
Bid packages are available at the Town Manager’s Office, Norton Municipal Center, 70 E. Main St., 8:30 a.m. to 4:30 p.m. Monday through Friday. Bids marked with the bidder’s name and designation “Lockbox Services” on the outside envelope must be received no later than 11 a.m. April 3 at the Town Manager’s Office.
The Board of Selectmen is the awarding authority and reserves the right to reject any informality if it determines said action to be in the best interest of the Town of Norton. A contract will be awarded to the vendor who is the lowest responsible and eligible bidder. All bidding shall be in strict accordance with the requirements of Massachusetts General Laws Chapter 30B.
