We have noticed that every three months on my water bill, we have a small fee for "Past Due - Capital". We called the Water Dept. to inquire what this was for and found that it was a late fee! We always pay our bills on-line where it is guaranteed to be paid on time. We checked our account and found that it was paid 5 days before it was due, however, after contacting the bank, we found out that the Water Dept. Accounts Receivable department does not accept electronic bill pay and a check is generated and mailed to a PO Box in Boston. According to the Town Water Dept. records, even though check was issued 5 days prior to the due date, it was not received until 5 days later, which made the payment one day late, resulting in the late fee. Apparently, this happens frequently with both the Town of Norton and the Town of Easton according to the bank, sometimes the checks are never received according to the Water Dept. If every person who pays a water bill on line and assumes it is getting paid on time maybe in for a reality check. $.10 or $.15 per person can add up to a nice little profit for the town without the taxpapers even realizing it. I believe that since the Town of Norton refuses electronic banking, that the post mark should be used rather than when someone decides to go to the Post Office and pick up their mail!

all town ,state and fed governments do things like this to everyone in the country they steal from the American people and get away with it all the time go ahead check into it you will be amazed at how much they steal from us and get away with it because there is no way to stop it, but their wrong their push us into a new revaluation, and it coming fast you just wait and see the poor are tiered of it and now the middle class is getting its ass kicked and food taken out of their mouths the rich get richer and the hell with the rest of us.

Norton has an electronic payment service for water, excise and real estate taxes. Once you sign up, you can get ebills and also have your payments processed on the due date (no paper checks).

If I choose to use the online electronic payment service, there is a fee. I do not know if this applies to automatic payment but I think it does.
